Biography
Phil Goldberg, a partner in Shook, Hardy & Bacon's Public Policy Practice, works with clients to address their legal public policy issues and manage public relations for their litigation crises. The Public Policy Group's "Iron Triangle" defense is to use legislative, media and broad-based litigation solutions for complex corporate litigation problems.
On the legal public policy front, Phil achieves results for clients that transcend, but impact individual cases. As a former aide to Democratic members of Congress, he counsels clients reach their goals in a variety of political environments. For legislative and executive branch issues, he drafts legislation and policy statements, testifies before committees, builds coalitions and lobbies federal and state governments. For court-based issues, he advances client agendas through writing amicus briefs for national business associations, speaking at judicial and attorney conferences and writing articles.
In addition, Phil teams with SHB's litigators to cost-effectively manage client legal defenses with their government and public relations needs. Before joining SHB, Phil was vice president of litigation communications for Ketchum, a top 10 public relations firm, and Powell Tate, a leading Washington, D.C., public affairs firm. He provides communications advice, manages public relations firms, and briefs reporters and editorial board members on client litigations.
His substantive specialties are tort law theories and defenses, including public nuisance theory, regulatory compliance defenses, asbestos and toxic tort liability, products liability, global warming litigation, biotechnology liability and the new wave of pet injury lawsuits. He also focus on leaks of confidential information in litigation, media shield laws, and attorney-client privilege with public relations firms.
Phil is a recipient of SHB's Mosaic Award for his efforts to enhance diversity in the legal profession. He received his law degree from The George Washington University School of Law, where he was Order of the Coif, and his Bachelor of Arts degree cum laude from Tufts University.
