Legislative Roundup: States Target PFAS in Consumer Products

State legislators and regulators have kept PFAS in cosmetics, product packaging, personal grooming products and household items such as toys, carpets and rugs in sharp focus during the first half of 2025. We have dedicated July’s edition of Material Concerns to providing readers with a state-by-state analysis of statutory and regulatory initiatives targeting PFAS in consumer products that are scheduled to take effect in 2026. The list is designed to identify the requirements under these laws and provide a snapshot of the key language, affected products, definitions and exceptions, reporting and labelling requirements, and financial penalties. Measures relating to water contamination and those that have already taken effect won’t appear here, except to the extent existing laws or regulations impose new requirements that take effect in January.
